Where can I change clothes? I hear the public bathrooms don't allow changing

I actually tried to comment about a place called Bethany, 's restaurant in Palmerston North. New Zealand. But it would not change it kept coming up with this beach.

The parking is decent, the street and parking lots are metered so keep an eye out.

It is very busy especially on weekends. Expect longer travel times for Rehoboth, Ocean City, and Bethany.
